TERMS AND CONDITIONS
By participating in the AIPRO SG60 'My Singapore, My Story' Call for Proposals (CFP), applicants agree to the following terms and conditions (Updated as of 8th May 2025):

Eligibility Criteria

Be a Singapore-registered company with SSIC codes: 5911, 59111, 59112, 59113, 59114, 59119, or 59120
-
Employ at least 50% Singaporean citizens/PRs as Key creative personnel e.g. Director, Producer, DOP, Video Editor (including freelancers)

Be a TAFEP signatory for media freelancers
-
Submit only original, fresh ideas not previously used in any production
-
Submit up to 3 proposals per company, with a maximum of 2 proposals to be selected (5 videos per proposal, up to 10 videos total if awarded 2 proposals)

Modification or Cancellation of CFP
-
AIPRO may, without any obligation to provide any reason and without incurring any liability to the Applicants:
-
Cancel or postpone this CFP exercise and issue another call for proposals in respect of the same subject matter of this CFP; and/or
-
Change and/or amend any part of the CFP and invite Applicants to submit fresh proposals based on the revised CFP.

AIPRO reserves the right to decide whether to accept or reject any or all Proposals or any part of any Proposal.

AIPRO shall not be obliged to accept any Proposal or to provide any reason for any of its decisions or to notify any Applicant of its non-acceptance of any Proposal.

All decisions by AIPRO are final and absolute and not subject to inquiry or appeals, verbal or written.

Proposal Evaluation
-
Your story must showcase at least one of the following key themes:
-
A Caring Society: Show how Singaporeans look out for each other and display acts of kindness and inclusivity, highlighting empathy, compassion, and support.

A Sense of Connectedness: Explore the bonds that unite Singaporeans through shared experiences, heritage, and aspirations, as well as the connections that cross backgrounds and generations.

Initiative for Progress: Showcase innovative ideas, problems-solving abilities, and proactive contributions that demonstrate a forward-thinking and contributive spirit that help shape a better future for Singapore.

Use original and creative approaches (e.g. drama, documentary, animation) to present fresh perspectives, evoke emotions, communicate a clear message, and inspire viewers to:

Reflect on and identify their role in shaping Singapore's future

Have a sense of belonging and hope for our shared future, and make positive contributions to it.

All Proposals will be assessed based on four weighted criteria: Relevance to Theme (30%), Originality & Creativity (30%), Emotional Impact (15%), Clarity & Focus (15%), and Track Record (10%).

Proposals must present fresh and engaging ideas, evoke strong emotional connection with viewers, and communicate a clear, focused narrative suitable for short-form content.

Grants
-
Selected proposals will receive funding of up to SGD28,000, covering 80% of the total qualifying production expenses. The remaining 20% must be contributed by the production company.

Applicants to ensure that all Production Expenses are actually and legitimately incurred in good faith by the Applicants for purposes of the Project.
-
Only Pre-approved Production Expenses are eligible for claim, which may include but not limited to, talent fees (including cast and crew), equipment (rental of cameras, audio, lighting, etc.), locations (permits and fees), post-production (editing, sound, visual effects, graphics), and logistical costs (set design, wardrobe, props, transportation), as well as other essential production elements.

Maintain in good condition all supporting documentation that provide evidence of the Pre-approved Production Expenses, and provide such documentation to AIPRO as and when AIPRO may request. Documentation includes but is not limited to, updated expenses report, invoices, receipts and contracts.

Claims submission timeline

1st Milestone - Script Approval (20%)

2nd Milestone - Production Completion + Broll delivery (30%)
-
3rd Milestone - October 13 + Provision to Final Cut Delivery (40%)
-
4th Milestone - Upon final audit (10%)

All claims require approximately 30 days for processing, contingent upon the submission of complete and accurate information, and cleared final audit. Disbursement of funds will only proceed once all required documentation has been verified and approved by AIPRO. Documentation includes but is not limited to, updated expenses report, invoices, proof of payments and contracts.

AIPRO will not reimburse any expenses incurred by any Applicant in connection with the preparation and submission of Proposals pursuant to this CFP exercise, and any clarification(s) or presentation(s) provided by the Applicant.

AIPRO reserves the right to conduct financial audits of project accounts at its own expense.

Misuse or misrepresentation of budget information will lead to disqualification and return of disbursed funds.
-
No GST shall be payable in respect of the Grant.
-

Intellectual Property Rights and Ownership
-
Applicants will retain full ownership and intellectual property rights of the Completed Content they have produced.
-
By submitting a Proposal, each Applicant grants AIPRO and its Partners, an irrevocable, perpetual, worldwide, non-exclusive, royalty-free license to use the Intellectual Property Rights for the purposes of undertaking any non-commercial educational, promotional, archival, or non-profit activities. (“License”)
-
AIPRO and its Partners shall also have the right to use all or any part of the advertising, press, publicity and promotional releases for publications or news stories related to the Project.

The Applicant shall grant AIPRO the right to transfer or sub-license its rights under the License to IMDA and the Singapore Government.
-
AIPRO may request that the Applicants use its best endeavours to alter, change, amend, supplement or withdraw any form of advertising, press, publicity and promotional releases related to this Agreement or the Project, whether created by itself or commissioned by it.

Warranties and Indemnification
-
The Applicant is solely responsible for obtaining and maintaining all necessary copyright clearances, consents, licenses, or other authorizations in relation to the Project, including the payment of any applicable royalties.
-
All Proposals submitted must be original and must not infringe the rights of, or defame or embarrass any person, firm, or company. The Applicant shall ensure that all materials authored, written, prepared, composed, or submitted for use in relation to the Project do not:
-
Infringe or violate the right of privacy of any person;
-
Constitute a libel against any person;
-
Violate the copyright, common law right, or any other right of any person;
-
Contain any defamatory, obscene, or any material that is not compliant with Applicable Laws.

Applicants shall indemnify and keep AIPRO, IMDA, its Partners, and the Singapore Government, its officers, agents, and employees fully indemnified against any and all loss, damage, claims, and costs (including costs on a full indemnity basis) suffered and/or incurred as a result of the Applicant's breach of any of these terms and conditions or arising out of any Proposals or Completed Content.

Applicants are responsible for any legal fees arising from claims made against their submitted work.

AIPRO will not be responsible for the applicant's inability to get through on the Internet by the end of submission on 31st May 2025, 2359hrs. or for any technical malfunctions.

Project Non-Completion and Delays
-
AIPRO reserves the right to reassign the remaining project components to an alternative production company and forfeit or withhold the funding
-
In the event of applicant’s insolvency, all rights to completed materials (scripts, footage, media assets) shall immediately revert to AIPRO, and AIPRO may reassign the unfinished project to another production company.

Creative Disputes and Editorial Oversight
-
To ensure quality and compliance with the project’s objectives, AIPRO reserves the right to request edits, with such edits to be carried out at the cost of the applicant.

Applicants are required to allow up to two (2) rounds of editorial revisions per episode.
-
In cases of unresolved creative disputes, AIPRO shall have the final say on the matter, including the authority to appoint a neutral mediator if deemed necessary.

Access to Production Sites
-
Upon the prior request of AIPRO, IMDA, or its Partners, the Applicant shall grant AIPRO, IMDA, its Partners, and their authorised representatives access to all production sites, sets, and locations in connection with the Project.

Credits and Promotions
-
The Applicant shall credit AIPRO as 'Powered by' and IMDA as 'Supported by' in all materials related to the Project, Not limited to all forms of media and communication, whether currently known or developed in the future.
-
All materials containing AIPRO and IMDA credits must be submitted to AIPRO for prior review and approval at least seven (7) days before any public launch or release.

AIPRO reserves the sole and absolute right to require the Recipient to remove AIPRO's or IMDA's logo, name, or any other AIPRO and IMDA-associated branding or credits from the Project and all related materials, at the Recipient's sole costs and expenses.

Waiver of Moral Rights
-
Applicants expressly waive any and all rights, which they may have, either in law, in equity, or otherwise, which they have or claim to have as a result of any alleged infringements of the applicant's "moral rights of authors".

Amendments to Terms and Conditions
-
AIPRO reserves the right to issue supplemental and/or variations to these conditions by notification to the Applicants.

Governing Law and Jurisdiction
-
This CFP exercise and these conditions shall be governed by and construed in accordance with the laws of Singapore. In the event of any dispute, claim, or matter arising out of or relating to this CFP, the Applicants shall first resolve the dispute through mediation. If the dispute is not resolved through mediation, the parties shall submit to the exclusive jurisdiction of the Singapore Courts in respect of all such disputes, claims, and matters.
